Paul B. Ginsburg, PhD

Dr. Ginsburg is a renowned health economist and policy expert who is currently leading the Schaeffer Initiative on Innovation in Health Policy, a joint program of Brookings and the University of Southern California. He was the founding president of the Center for Studying Health System Change (HSC) from 1995 to 2013. Prior to leading the HSC, Dr. Ginsburg served as the founding executive director of the Physician Payment Review and a deputy assistant director in the Congressional Budget Office. He earned a doctorate in economics from Harvard University.
