Mr. Anderson previously served as the CEO of UnitedHealthcare’s Southern California Health Plan for seven years. He also served as the regional senior president of United Healthcare and the senior vice president of Health Net of California. Mr. Anderson graduated from Indiana University’s Kelley School of Business with a BS in Finance.
President and CEO, Arkansas Blue Cross and Blue Shield
Since joining Arkansas Blue Cross in 1993, Mr. Barnett has served in a variety of positions including Senior Vice President of Enterprise Internal Operations. He has also served as President, CEO and member of the Board of USAble Corporation since 2008. Mr. Barnett holds a bachelor’s degree from the University of Central Arkansas in Conway and a master’s degree from the University of Arkansas and is a graduate of the Northwestern University Kellogg School of Management’s Advanced Executive Program.
President and CEO, Anthem, Inc.
Prior to joining Anthem, Ms. Boudreaux served as CEO of United Healthcare, as Executive Vice President at Health Care Service Corporation, and as President of Blue Cross/Blue Shield of Illinois. She began her career in Aetna’s Management Development Program and served in a variety of senior leadership positions over two decades with the company. Ms. Boudreaux holds a bachelor’s degree with honors from Dartmouth College and an MBA with distinction from Columbia Business School.
President and CEO, NIHCM Foundation
As the founding President and CEO of NIHCM LLC and NIHCM Foundation, Nancy Chockley has led the organizations since their inception. She works with health plan CEOs and policy experts to advance strategic thinking and practical applications. Ms. Chockley also serves on the Foundation's board. Ms. Chockley is a national voice in the health care arena and has been featured on numerous national broadcasts such as ABC, NBC, BBC and CNN and in print outlets such as The Wall Street Journal, The New York Times, USA Today and The Washington Post.
Kevin P. Conlin
Chairman, President and CEO, Horizon Blue Cross Blue Shield of New Jersey
Previously, Mr. Conlin served as Executive Vice President and Chief Operating Officer for Horizon BCBSNJ, after joining the company in 2012 as Executive Vice President, Healthcare Management. Prior titles include Executive Vice President at Coventry Health Care, President and CEO of Via Christi Health (an integrated health system), President of Cross Country Consulting, and President and CEO of Partners First, a subsidiary of Ascension Health. He holds a Bachelor’s from Rutgers University and a Master’s from Duke University.
Patrick Conway, MD
President and CEO, Blue Cross and Blue Shield of North Carolina
Dr. Conway served as Deputy Administrator for Innovation and Quality at the Centers for Medicare and Medicaid Services (CMS), where he also held the position of Director of the Center for Medicare and Medicaid Innovation. Previously he served as Chief Medical Officer at CMS and as Director of Hospital Medicine at Cincinnati Children’s Hospital Medical Center. Dr. Conway completed his pediatrics residency at Harvard Medical School’s Children’s Hospital Boston and is a graduate of Baylor College of Medicine and Texas A&M University.
President and CEO, Blue Cross Blue Shield of Massachusetts
Mr. Dreyfus was previously the Executive Vice President of Health Care Services for Blue Cross Blue Shield of Massachusetts. He also served as the first president of the Blue Cross Blue Shield of Massachusetts Foundation, where he worked to expand health care to residents of Massachusetts. He earned his undergraduate degree at Connecticut College.
John D. Forsyth
Chairman and CEO, Wellmark, Inc.
Prior to joining Wellmark in 1996, Mr. Forsyth served in several executive roles with the University of Michigan. He was president and CEO of the University of Michigan Health System, one of the largest and most esteemed health systems in America. Mr. Forsyth earned his BBA and MA in economics at the Michigan State University.
Chief Executive Officer, Florida Blue
Mr. Geraghty previously served as the president and CEO of Blue Cross Blue Shield of Minnesota and held leadership positions at Prudential Insurance Company. He also served as the senior vice president of service division for Horizon Blue Cross Blue Shield of New Jersey. A graduate of Colgate University, he is a frequent speaker on a range of health care topics.
W. David Helms, PhD
Senior Associate, Dept. of Health Policy and Management, Bloomberg School of Health, Johns Hopkins University
Dr. Helms is a nationally recognized expert in health policy, having served as the president and CEO of Academy Health for 11 years. Prior to leading Academy Health, he served as president of the Alpha Center and first director of the LMI Center for Health Reform. Dr. Helms holds a BA in political science and government from Colorado College and a PhD in economics and public administration from Syracuse University.
JD Hickey, MD
President and CEO, BlueCross BlueShield of Tennessee
Dr. Hickey previously served as COO of BlueCross Blue Shield of Tennessee and as CEO of BlueCare Tennesse. He was a cabinet member for Tennessee Governor Phil Bredesen, directing the TennCare Bureau, and he worked as a strategy consultant at McKinsey and Company. Dr. Hickey holds a bachelor’s degree from Colgate University, an MD from Duke University School of Medicine, and a JD from Duke University School of Law.
Daniel J. Hilferty
President and CEO, Independence Health Group
Mr. Hilferty previously served in a variety of leadership roles within Independence Health Group including president, Health Markets, for Independence Blue Cross, and president and CEO of AmeriHealth Caritas. He is the chairman of the Board of Directors for the Blue Cross Blue Shield Association and is a frequent speaker on transforming the health care system through innovation. Mr. Hilferty earned his undergraduate degree from St. Joseph’s University in Philadelphia, Pennsylvania, and a Master of Public Administration degree from American University.
Daniel J. Loepp, Vice-Chair of the Board
President and CEO, Blue Cross Blue Shield of Michigan
Before being named president and CEO in 2006, Mr. Loepp served as the Vice President of Governmental Affairs and Chief of Staff for Blue Cross Blue Shield of Michigan. He also served as the chairman of the Blue Cross Blue Shield Association’s board of directors in 2011, 2012 and 2013. Mr. Loepp holds a BA and MA from Wayne State University.
David S. Pankau, Chair of the Board

Prior to being named CEO, Mr. Pankau served as COO of BCBS South Carolina. He previously led the BCBS of South Carolina insurance division and was president of BlueChoice® HealthPlan of South Carolina. Mr. Pankau has a bachelor’s degree in health administration from Eastern Illinois University and a master’s degree in public health from the University of South Carolina School of Public Health.
Jeff Roe, Finance Chair
President and CEO, Premera Blue Cross
Prior to joining Premera in 1996, Mr. Roe served as the Co-President for Safeco Insurance and the CEO for Torrent Technologies. He also worked in Washington, D.C. as the legislative assistant for Senator Slade Gorton and as a consulting member at The Gallatin Group. Mr. Roe earned bachelor’s degrees in economics and political science and an MBA from the University of Washington.
Craig Samitt, MD
President and CEO, Blue Cross and Blue Shield of Minnesota
Dr. Samitt came to Blue Cross and Blue Shield of Minnesota from Anthem, Inc., where he served as executive vice president, president of the Diversified Business Group, and chief clinical officer. Dr. Samitt has worked across multiple sectors within the health care industry, including senior executive positions at Oliver Wyman, HealthCare Partners and Dean Health System Inc. Dr. Samitt holds an undergraduate degree from Tufts University, a medical degree from Columbia University, and an MBA from the Wharton School of Business.

Ms. Steiner has an extensive background at Health Care Service Corporation, having served as Executive Vice President and Chief Strategy Officer, Chief Marketing Executive, and Senior Vice President of Emerging Markets. She previously held senior leadership positions at Blue Cross and Blue Shield of Illinois and at the Blue Cross Blue Shield Association. Ms. Steiner holds a BA from Johns Hopkins University and an MBA from the Wharton School.
