David AndersonDavid W. Anderson

President and CEO, HealthNow New York Inc.

Mr. Anderson is a seasoned health insurance executive with national experience and a strong track record of successfully engaging and managing organizations. He leads BlueCross BlueShield with a focus on the company’s corporate goals and mission: to develop and provide innovative and cost-effective health care delivery solutions to support the needs of its members, stakeholders, and communities. Mr. Anderson joined BlueCross BlueShield of Western New York in July 2013 as the company’s seventh president and CEO. Before taking the helm of BlueCross BlueShield, Mr. Anderson was CEO of UnitedHealthcare’s Southern California Health Plan, based in Cypress, CA. Mr. Anderson is a native of Fort Wayne, Indiana, and a graduate of Indiana University’s Kelly School of Business, with a B.S. in Finance.

Curtis BarnettCurtis Barnett

President and CEO, Arkansas Blue Cross and Blue Shield

Mr. Barnett leads the largest health plan in Arkansas. Prior to his election as president and CEO in 2017, Mr. Barnett served as senior vice president of Enterprise Internal Operations where he was responsible for all aspects of operations, including claims administration, customer service and customer accounts for Arkansas Blue Cross and its subsidiary and affiliate companies. Demonstrating his commitment to improving health care in his state and across the country, Mr. Barnett serves on a number of industry and community boards. He received a bachelor's degree from the University of Central Arkansas, a master's degree in public administration from the University of Arkansas and is a graduate of the Northwestern University Kellogg School of Management's Advanced Executive Program.

Gail BoudreauxGail Boudreaux

President and CEO, Anthem, Inc.

Ms. Boudreaux leads Anthem, Inc., a Fortune 50 company and leading health benefits provider, in serving more than 40 million consumers through its affiliated health plans. In total, Anthem serves over 73 million individuals across 27 states through its broad portfolio of health insurance and services subsidiaries. Throughout her more than three decades in the healthcare industry, Ms. Boudreaux has established an outstanding record of successfully leading multi-billion dollar businesses. As former CEO of United Healthcare, Ms. Boudreaux led the largest business division of UnitedHealth Group, where she had responsibility for approximately $120 Billion in revenue and managed more than 60,000 employees serving 45 million consumers. She earned a bachelor’s degree with honors from Dartmouth College and an MBA with distinction from Columbia Business School.

Chockley BoardNancy Chockley

President and CEO, NIHCM Foundation

As the Founding President and CEO of NIHCM LLC and NIHCM Foundation, Nancy Chockley has led the organizations since their inception. She works with health plan CEOs and policy experts to advance strategic thinking and practical applications. Ms. Chockley also serves on the Foundation's board. Ms. Chockley is a national voice in the health care arena and has been featured on numerous national broadcasts such as ABC, NBC, BBC and CNN and in print outlets such as The Wall Street Journal, The New York Times, USA Today and The Washington Post. Prior to founding NIHCM, Ms. Chockley was a principal in the Strategy Practice of Mercer Management Consulting. She received her MBA and her BA with Distinction in Economics from the University of Virginia.

Conlin HorizonKevin P. Conlin

Chairman, President and CEO, Horizon Blue Cross Blue Shield of New Jersey

Mr. Conlin is committed to transforming health care in New Jersey by collaborating with leaders across the state to increase quality, lower costs and improve the patient experience for over 3.8 million members. Mr. Conlin has over 35 years of executive management experience in health care, with a concentration in hospital systems, provider management, and managed care business. He has an extensive and diverse background in the hospital industry where he has held several leadership positions, including at Coventry Healthcare, Via Christi Health and Partners First, before joining Horizon BCBSNJ in 2012. Mr. Conlin holds a Bachelor’s degree in Biological Sciences from Rutgers University and a Master’s degree in Health Administration from Duke University.

Patrick ConwayPatrick Conway, MD

President and CEO, Blue Cross and Blue Shield of North Carolina

Dr. Conway has been focused on delivering the best health outcomes and service experience at the lowest cost for customers since joining Blue Cross NC in 2017. Previously, Mr. Conway served as Deputy Administrator for Innovation and Quality at the federal Centers for Medicare and Medicaid Services (CMS) and Director of the Center for Medicare and Medicaid Innovation. He worked in both Republican and Democratic administrations and is considered one of the driving forces behind the national movement to value-based care. He is a practicing pediatric hospitalist and completed his pediatrics residency at Harvard Medical School's Children's Hospital Boston. Dr. Conway graduated with high honors from Baylor College of Medicine and graduated summa cum laude from Texas A&M University.

Andrew DreyfusAndrew Dreyfus

President and CEO, Blue Cross Blue Shield of Massachusetts

Mr. Dreyfus leads his company’s efforts to make quality health care affordable. Prior to being named CEO in September 2010, Dreyfus served as BCBSMA's executive vice president of health care services. He led the development of BCBSMA's Alternative Quality Contract, an innovative model which is currently one of the largest commercial payment reform initiatives in the nation. Mr. Dreyfus previously served as the first president of the Blue Cross Blue Shield of Massachusetts Foundation, which works to expand access to health care for Massachusetts residents. During his tenure, the Foundation launched the "Roadmap to Coverage," a policy initiative that contributed to the successful passage of the state's landmark 2006 Health Reform Law. Mr. Dreyfus earned his undergraduate degree from Connecticut College.

John ForsythJohn D. Forsyth

Chairman and CEO, Wellmark, Inc.

Mr. Forsyth repositioned Wellmark Blue Cross and Blue Shield as a health improvement company dedicated to serving the people of Iowa and South Dakota. He was named CEO in 1996 and chairman in 2000. Under his leadership, Wellmark has achieved exceptional operating efficiencies, and its administrative costs and rates rank among the lowest in the nation. In 2011, Mr. Forsyth received the Diversity Journal CEO Leadership in Action Award, and he was inducted into the Iowa Insurance Hall of Fame in 2017. Previously, Mr. Forsyth served in a variety of executive roles over a 26-year career with the University of Michigan. He holds a bachelor's degree in business administration and a master's degree in economics from Michigan State University.

Patrick Geraghty

Patrick Geraghty

President and CEO, Florida Blue

Mr. Geraghty leads GuideWell, a mutual insurance holding company and family of forward-thinking companies focused on transforming health care. The holding company includes Florida Blue, GuideWell Connect, GuideWell Health, GuideWell Source and PopHealthCare. Mr. Geraghty is active in leading professional and community organizations. He serves as the chair of the Florida Council of 100, a private, non-profit, non-partisan organization of Florida business leaders who advise the state’s governor on how to improve the economic growth of the state and the economic well-being of its residents. Mr. Geraghty holds a Bachelor of Arts from Colgate University and has completed executive education programs at Harvard University School of Public Health and the Wharton School at the University of Pennsylvania.

David HelmsW. David Helms, PhD

Senior Associate, Dept. of Health Policy and Management, Bloomberg School of Public Health, Johns Hopkins University

Dr. Helms is a nationally recognized expert in health policy, having served as the president and CEO of Academy Health for 11 years. Previously, he served as president of the Alpha Center and first director of the LMI Center for Health Reform. Dr. Helms’ career has focused on advancing health care improvements through planning, program analysis and development of new initiatives to expand coverage for the uninsured. He teaches a course on state health care policy at the Johns Hopkins Bloomberg School of Public Health in the Department of Health Policy and Management. Dr. Helms received his Ph.D. in public administration and economics from Syracuse University and his bachelor’s degree in political science from Colorado College.

JD HickeyJD Hickey, MD

President and CEO, BlueCross BlueShield of Tennessee

Dr. Hickey is responsible for aligning the mission, values and strategic goals for the largest health plan in Tennessee. With both a medical and legal background, Mr. Hickey brings a unique perspective to guiding the leadership team responsible for daily service to our 3.4 million members. He is responsible for the development and implementation of long-range strategic goals and objectives for BlueCross. Prior to his appointment as CEO in September 2015, JD served as BlueCross Executive Vice President and Chief Operating Officer for three years. Mr. Hickey earned his medical degree from the Duke University School of Medicine and his juris doctorate from the Duke University School of Law after graduating magna cum laude with a bachelor’s degree from Colgate University.

Daniel HilfertyDaniel J. Hilferty

Chief Executive Officer, Independence Health Group

Mr. Hilferty leads Independence Health Group, parent of Independence Blue Cross, one of the nation’s leading health insurers. Since Mr. Hilferty became CEO in 2010, the company has tripled in size, expanding through its affiliates to 27 states and the District of Columbia, and serving 8.2 million people nationwide. Mr. Hilferty’s vision for Independence is to lead the transformation of health care in the region, seeking innovative technologies and new models of care that will increase the quality and lower the cost of care. He has built business collaborations with world-renowned institutions such as the University of Pennsylvania to foster innovation in health care. Mr. Hilferty earned his undergraduate degree from St. Joseph’s University and earned a master’s degree in public administration from American University.

Daniel J. LoeppDaniel J. Loepp, Vice-Chair of the Board

President and CEO, Blue Cross Blue Shield of Michigan

Mr. Loepp has directed sweeping initiatives and innovations that have led to a historic transformation of BCBSM and health care in Michigan. He played a major role in modernizing the state’s health care delivery system in a process that led to enactment of new laws that transformed BCBSM to become a nonprofit mutual insurance company in January 2014. Mr. Loepp has led BCBSM initiatives to improve health care quality and slow cost increases, saving nearly $1.5 billion through programs that have garnered national attention and served as models implemented across the country. Mr. Loepp has been with Blue Cross since 2000, and he holds a BA and MA from Wayne State University.

David PankauDavid S. Pankau, Chair of the Board

President and CEO, BlueCross BlueShield of South Carolina

Mr. Pankau is committed to serving the people of South Carolina as the leader of the health plan that has offered security to Palmetto State citizens for more than 70 years. As the President and CEO, Mr. Pankau leads more than 20 companies involved in health insurance services, U.S. DoD health program and Medicare contracts, Medicaid plans and a philanthropic foundation that funds programs to improve health care and access to health care for South Carolinians. Mr. Pankau has been the Chief Executive Officer of BCBSSC since 2010 and has served as the President since 2007. He has a bachelor’s degree in health administration from Eastern Illinois University and a master’s degree in public health from the University of South Carolina School of Public Health.

Roe New SmallJeff Roe, Finance Chair

President and CEO, Premera Blue Cross

Mr. Roe leads the largest health plan in the Pacific Northwest, providing comprehensive, tailored services to more than 2 million customers in Washington and Alaska. Mr. Roe joined Premera in 1996, served in roles leading the company's Employer and Individual market segments, and became President in January 2014. His leadership in insurance also includes positions as Co-President of Safeco Insurance and Chief Marketing Officer for Torrent Technologies. Mr. Roe started his career in the Washington, D.C., office of U.S. Senator Slade Gorton and later consulted as a member of The Gallatin Group, a public affairs firm. At the University of Washington, Mr. Roe earned Bachelor's degrees in Economics and Political Science and a Master's in Business Administration.

Craig Samitt, MD

President and CEO, Blue Cross and Blue Shield of Minnesota

Dr. Samitt is responsible for overseeing the strategy and operations of the Minnesota’s first and largest health plan and its parent company, Stella. Dr. Samitt came to Blue Cross in July 2018 from Anthem, Inc., where he served as executive vice president and president of their Diversified Business Group. An internal medicine physician by training, Dr. Samitt has worked across multiple sectors within the health care industry. He holds an undergraduate degree from Tufts University, a medical degree from Columbia University and an MBA from the Wharton School of Business. Dr. Samitt completed a medical residency in internal medicine at Brigham and Women’s Hospital in Boston and is a fellow of the American College of Physicians.

Paula SteinerPaula Steiner

President and CEO, Health Care Service Corporation

Ms. Steiner is committed to expanding access to quality, cost-effective health care. Firmly focused on the health care needs of more than 16 million HCSC members, she leads the nation’s largest customer-owned health insurer, which operates as Blue Cross and Blue Shield in Illinois, Montana, New Mexico, Oklahoma and Texas. Her priorities include advancing HCSC’s leadership role in value-based care solutions; promoting the use of technology and data; and looking for better ways to manage chronic disease. Ms. Steiner has worked for more than 30 years in the Blue Cross and Blue Shield system. She became HCSC president in 2015 and CEO in 2016. Ms. Steiner holds a BA in economics from Johns Hopkins University and an MBA from the Wharton School.
