Selected Market Failures in Health Care: Analyzing the Scope, Causes, and Potential Solutions

This study will produce a series of papers aimed at describing health care market failures and analyzing potential policy solutions to address these failures. One set of papers will focus on the frequency, causes and state responses to surprise bills for out-of-network services. The second will focus on quantifying the barriers to patient shopping for health care services, including travel distance, referral physician preferences, vertical integration and lack of transparency information. Findings will provide a better understanding of these market failures and the impact of possible policy responses.
