NIHCM Names Andrew Dreyfus as New President and CEO
Washington, D.C., October 6, 2025 – Andrew Dreyfus was named President and CEO of the National Institute for Health Care Management (NIHCM) Foundation on October 1. Andrew, a well-respected health care thought leader and an expert in health system change, served from 2010 to 2022 as President and CEO for Blue Cross Blue Shield of Massachusetts (BCBSMA). Under his leadership, BCBSMA was known as an innovator on payment models, quality improvement, and mental health.
Andrew replaces Avik Roy, the Co-Founder and Chairman of the Foundation for Research on Equal Opportunity (FREOPP), who stepped down as NIHCM’s CEO in August.
“I am pleased that someone of Andrew’s stature and experience will be joining NIHCM as its next CEO,” said Cory Harris, Chair of the NIHCM Board and the CEO of Wellmark Blue Cross Blue Shield. “Andrew understands that the health care system is under enormous pressure and needs new ideas and collaborations to deliver high value care to all Americans.”
NIHCM is a nonprofit, nonpartisan organization dedicated to improving health care through evidence and collaboration. NIHCM supports and honors high-impact research and journalism, translates complex research and health information, and convenes leaders in health care to catalyze innovative ideas. The Foundation's programs produce work that informs thousands of federal and state policymakers, care providers, academics, and the public.
“NIHCM occupies a unique role in the health care ecosystem in Washington and the nation,” Andrew said. “I look forward to working with NIHCM’s Board, Advisory Board, and staff to deepen NIHCM’s impact on American health care.”
Andrew joined BCBSMA in 2005 as Executive Vice President of Health Care Services, where he led the creation of the Alternative Quality Contract, one of the largest commercial payment reform programs in the nation. He previously served as founding President of the Blue Cross Blue Shield of Massachusetts Foundation, where he oversaw the initiative that led to the passage of The Massachusetts 2006 Health Reform Law, which later became the model for the Affordable Care Act. He also served on NIHCM’s Board of Directors for 10 years. Andrew is an Adjunct Lecturer in health policy and management at Harvard University’s T.H. Chan School of Public Health. His writing has appeared in The Boston Globe, The Washington Post, STAT, Politico, and The Hill. Andrew has served on a number of state and national advisory boards and commissions.
