Where Medicaid Stands: From the AHCA to State Waivers

The American Health Care Act passed by the House of Representatives earlier this month includes provisions that, if adopted by the Senate, would provide states the option to receive a per capita allotment or block grant while also reducing federal Medicaid funding over time. At the same time, Trump Administration officials have signaled support for states seeking more flexibility in Medicaid program design through waivers.
